Software Engineering

Today’s business and technology environments change so fast that solutions created by software projects can be obsolete upon delivery. Traditional approaches to enterprise IT aren’t designed to respond to the unprecedented speed and uncertainty. That’s why we build software using an iterative approach in close collaboration with our customers. Eagle TG delivers full-cycle software development services with in-depth technology skills, domain knowledge, hands-on experience and effective methodology. Our tenets include ingenuity, professionalism, cultural collaboration and verifiable information. Using agile software development techniques, our teams excel in the development, customization and integration of complex enterprise-level solutions and advanced web applications. Our processes are appraised at CMMI-DEV Level 3.

Our teams utilize smart communication to collaborate efficiently with our clients, no matter where they are based. We don’t make assumptions with our work, and our projects and best practices are backed up with facts and hard data. Our experts take special care in selecting the right development methodology for our clients’ needs to ensure a high-quality product. Teams use Kanban as visual management system to track each story through its entire lifecycle. Based on goals, project size and resources, our teams adapt to handle complex projects while applying best practices in business analysis, development, post-deployment support and maintenance. Once the project has been created and delivered, our clients will be trained in how to use it and given documentation, specifications, design details and user manuals.

User Experience & Design

The way businesses compete has changed. It’s no longer enough to meet the expectations of your customers – everybody is doing that. The winners are the companies that are the easiest to work with, the easiest to use. This is how we help exceed the expectations of your customers and delight users in the long run.

Ask the Best Question

We begin projects by asking one simple question: Who’s visiting and why? Knowing the answers greatly improves your chances for success. It helps the team focus on the user and on exactly what they’re trying to accomplish. It’s amazing how often the identity of the users are unclear, and how often their needs are not well-understood. Understanding “Who’s visiting and why?” is crucial to a great start.

Identify the Best Flow

Once you have well-defined users and use cases, it’s time to draft potential application flows. We use a simple and powerful user-centric tool called UI Flow Notation to do this. For a given task, we layout the interaction between our user and our system in shorthand like this:

When you use this technique, it’s very easy to head-off confusion. If it’s confusing in UI Flow notation, it will confuse users.

May the Best Ideas Win

Team members and clients have great ideas and great arguments to back them up. Fortunately, it’s pretty easy to pick winning ideas through user interface testing. Here’s how it works:

  • Prototype: When necessary, develop multiple prototypes of a tricky use case. We use Angular with Material Design components for this work because of the speed it affords.
  • Recruit: Identify a handful of target users and ask for their help evaluating an interface. You’ll be asking them to complete a task so be sure to stress that you are not evaluating theirperformance. If they don’t succeed in the task, it’s only because our design is deficient.
  • Ask a task: Give a subject a particular version of the UI and ask them to complete a specific task - something like "ship this 12" cube 4lb package to this specific address," or "add these items to your daily nutritional diary."
  • Watch and record: Observe your subjects work on the task. Record whether they succeeded. Tally their frustration indicators. Write down any system errors they encountered, or any "U-turns" they made.
  • Measure: With a simple scoring system, the best ideas are easy to identify.

This straightforward testing system also lets you compare your finished project to a baseline (i.e. the ‘before’ version, or possibly a competitor’s application). That way, you’ll know if your new project is better or just different.

Build a Winner

When the best way forward has been agreed upon, we charter our Agile team and start building our minimum viable product (MVP). The sooner we get the real tool into the hands of the real users, the sooner their real, clear, accurate feedback will lead the project to a winning result.

We build systems with current tools, leveraging the appropriate technologies. We’re pretty keen on browser-based applications written in Typescript and JavaScript and calling RESTful services these days. But as masters of tech, we have a lot of flexibility in our implementations.

Cyber Security & Operations

Our security strategists have experience keeping ahead of evolving threats within the commercial and government space through a cyber defense system with the following components:

  • Policy: Align information system policy, procedures and governance structure with DOD Information Assurance Certification and Accreditation Process (DIACAP) controls and Risk Management Framework (RMF) standards, as well as being able to adapt the National Institute of Standards and Technology (NIST) towards commercial IT security.
  • Prevention: Act on known threats and information by developing security policies, authorization & authentication, firewall management, endpoint security, patching, vulnerability assessments, audit reviews, providing secure gateways and implementing Security Technical Implementation Guides.
  • Detection: Identification of threats through active and passive detection points that span all access vectors (email, web, data systems, etc.).
  • Mitigation: Respond quickly and effectively to detected intrusions, report and isolate affected systems, and implement recovery procedures to normal operations.
  • Repetition: consistently perform this process, improve through lessons learned, and provide a feedback loop to gauge improvement.

We bring experience in software products and tools such as the DISA Assured Compliance Assessment Solution (ACAS), vulnerability scanners, and SIEM tools.

Our Contract Vehicles

As a Tribally Owned 8(a), we offer a unique, flexible, and streamlined sole source procurement option to our Government customers. Available through all SBA-certified 8(a) subsidiaries within the MODOC Tribal Enterprises (MTE) family of companies, sole source contracting with MTE companies provides the Government with Federal Acquisition Regulations (FAR) and Code of Federal Regulations (CFR) provisioned methods to maximize performance flexibility, mission continuity, and small business goal achievement.

Key Sole Source Advantages

  • A significantly accelerated procurement timeline, without the disruptions and delays resulting from complex evaluations and resulting protests.
  • Flexibility and reliability through direct negotiations per 13 CFR 124.503 and competitive threshold exemptions per 48 CFR 19.805-1.
  • Elimination of pre-award schedule risk due to the non-protestable nature of Native American sole source procurements per 13 CFR 124.517(a).
  • Tribal 8(a)s – unlike other 8(a) companies – provide the Government with a virtually unlimited sole source ceiling per 48 CFR 6.303-1.

Why use a Tribal 8(a) Company?

  • The ceiling for sole source contract awards to a non-Tribal 8(a) company is limited to $4M for non-manufacturing and $6.5M for manufacturing contracts.
  • The Government may award sole source contracts to Tribal 8(a) companies up to $22M without Justification and Approval (J&A) and more than $22M with J&A, offering an unlimited threshold per 13 CFR 124.506(b).

Accelerated Procurement Timeline Measured in weeks rather than months, a sole source procurement provides the Government with MTE Companies’ high-quality and CPARS-demonstrated performance six times faster than a standard procurement. With open discussions across the procurement process immediately following SBA approval, we offer the ability and expertise to help tailor pre-award requirements for our customers to best achieve their desired post-award outcomes.

Our Quality Management System (QMS) ensures that a program is on track with scheduled deliverables and within budget. Our Program Managers act as Quality Representatives and conduct independent quality reviews, monitoring program processes for effectiveness. Program risk (cost, schedule and performance) will be continuously evaluated throughout the period of performance. Our Quality Control Plan (QCP) contains procedures used to identify, prevent and ensure non-recurrence of defective services to meet mission objectives. Our plan implements effective control processes to aid in the early identification of non-conforming services and the communication/resolution of complaints with our Customers.

To acquire customer support or provide feedback please contact:

Eagle TG’s quality process is based on CMMI and ISO 9000 procedures selected for utilization on a project basis. Quality Teams are organized around program personnel and overseen by Quality Management which has a direct reporting line back to the corporate management.

Eagle TG’s function monitors performance against plan, budget and schedule as well as the efficiency of the engineering effort. The metrics developed and artifacts produced are also reviewed and refined to optimize their relationship to the various types and phases of programs.

The other key facet monitored is Configuration Management (CM), where Team’s procedures address component plans and system level integration. The artifacts of the Configuration Control Board are reviewed to reassess system impact and overall risk, and manage the impact of changes to Key Performance Indicators (KPI’s).
